Home Energy Solutions – Income Eligible Program (HES-IE)


The Home Energy Solutions – Income Eligible (HES-IE), formerly the WRAP program, supported by Energize Connecticut, provides valuable weatherization measures to help renters or homeowners reduce their energy bills by making their home more energy efficient. Such measures will help safely lower electrical usage, reduce home heat loss in winter and prevents heat gain in summer, conserve hot water, and provide energy efficient lighting. The program provides a wide range of energy conservation measures based on a need analysis conducted by trained energy conservation staff. In addition to the HES weatherization services, households may qualify for insulation, and energy-efficient appliances, including ENERGY STAR refrigerators.

Are You Eligible?

To determine if you are income-eligible, locate your family size on the chart below and the corresponding dollar amount. If you family’s combined Gross Annual Income is this amount or less, you meet the state’s 60 percent income median, and qualify for the service.
2018 HESIE Income Guidelines

During the Visit:

Specialists will assess the home’s energy efficiency and perform a wide range of weatherization services such as:

  • Install LED lighting (Light-Emitting Diodes)
  • Caulking drafts, cracks and leaks in your windows and doors using a Blower Door
  • Installing water-saving faucet aerators and showerheads

Additional Services:

In addition to the above services, our energy experts will evaluate the residence and determine if attic insulation and/or appliances are inefficient and are eligible for upgrades.
